The failure and falsification contract
This instrument is built to fail in public. Missing is never zero: what has not been measured reads as not assessed, never as evidence. When the data cannot support a reading, the state says so instead of guessing. Every claim carries its falsifiers, and a negative result publishes with the same weight as a positive one. The record cannot be quietly rewritten — only extended.
